Where can I seek shelter?
Flanders and (Dutch-speaking) Brussels
During the corona crisis there is still access to emergency shelter. However, some guidelines have to be respected, such as:
- Sufficient washing of hands;
- Keeping a one and a half meter distance, if this is not possible, a mouth mask is mandatory (there are some exceptions to this rule, e.g. children under the age of 12 do not have to wear a mouth mask).
- The registration of presences and contacts so that a contact investigation can take place if a COVID-19 infection is detected.
Stricter contact measures can be imposed at the reception centre, for example if a (possible) corona infection is detected.
In Flanders and Brussels, it is not possible to go directly to a shelter. A social worker has contact the shelter. Below you will find the contact details of social workers:
1) Children under the age of 18 can contact a crisis hotline -18 in urgent emergencies. The crisis team will look into the situation together with you, give you advice and can refer you to an emergency shelter.

2) Young people between the ages of 12 and 25 can also visit the Youth Welcome Centre (JAC). They do not offer any shelters themselves, but they will look together with you for a (temporary) shelter and for a solution in the longer term.

Where can I access health care?
Belgium
For urgent medical assistance, call 112. This number is available 24 hours a day, 7 days a week.
If you want to reach a doctor on duty, for example during weekends or on public holidays, call 1733.
Flanders and (Dutch-speaking) Brussels
For other problems, children under the age of 18 can contact a crisis hotline -18 (see above) and young people between 12 and 25 years of age can contact the Youth Welcome Centre (JAC, see above).
In addition, children and young people can also contact the following organisation(s):
TEJO is an organisation that offers psychological assistance to young people between 10 and 20 years old. You will be offered ten sessions with a regular professional therapist, with whom you will meet on a weekly or biweekly basis. These sessions are free and anonymous. They only record your first name, date of birth and Telephone number. You do not have to have permission from your parents to get this help. You can call a TEJO house to make an appointment. Since May, you can pass by a TEJO house again during opening hours to make an appointment. The sessions can take place at the TEJO house, but you can also ask for an online session.

What are my rights?
- Can I still access courts if I need to? Before 18 May, Courts were closed for new cases, and lawyers, magistrates, court clerks, were advised to work from home on pending cases. Courts have reopened as of 18 May 2020, although with strict safety measures in place.

- What are my rights in the criminal justice system and how have they changed? Scheduled hearings still take place, taking into account the safety measures as mentioned in the section ‘access to courts’. However, attendees to the hearings are limited and as much as possible; representation by an attorney without the physical presence of the accused is the rule.
- What, if any, identification documents do I need to access services?
- Minors, as a rule, cannot initiate proceedings before a Belgian court. A legally competent person who acts on behalf of the minor must represent the minor (a parent / guardian).
- Rule of thumb: ID needed to access services (for the adult representing the minor). However, there are exceptions to this rule:
- Unaccompanied foreign minors will be identified by a foster service by the government. Details on the procedure can be found here (NL/FR).
Can I continue my education?
- How can I continue or resume my education during this shut down? In short, education has never come to a full halt, whether it is primary, secondary, or higher education. Depending on the situation in September at the start of the new school year, each school will communicate individually on the safety measures in place with guidance from the Regional governments (Flanders / Brussels). Worst-case scenario, virtual education will be the norm, as a continuation of the virtual classes being given in March-May.
